Layover in London - enough time to site-see?

I am from the U.S. and I am traveling to the Canary Islands for a conference. I will have a few layovers in London and was wanting to go visit the city and do a quick site-seeing tour (take a few pictures of some famous landmarks, etc.) since I have never been to London before. From what I read, I don’t think I will have enough time to visit on my first layover (9:55 AM - 2:45 PM). However, I have a much longer layover on my return trip (12:05 AM - 9:30 AM). My questions are:

1. Will I be able to catch the last rail from Gatwick Airport that late at night?
2. If I am able, is it worth the trip to visit places at night? Also, is it safe? I was thinking of mainly visiting the Westminster area - Big Ben, Westminster Abbey, House of Parliament, etc.

3. Will I have enough time in the morning to catch a rail back to Gatwick and be able to get through security, customs, etc?
From what I have researched I can go from Gatwick to London Bridge to Westminster by rail and it takes ~35min
